Employer Rescinds Counter offer package weeks after

I accepted a counter offer from my employer after trying to resign for a better job offer in hand. The counter included promotion, salary and title. 10 weeks later the salary increase was rescinded due to the fact that I was 117% of "band pay." The promotion offer letter says, "The Company changes its compensation plans from time to time and you will be notified of any future adjustments to your salary and commission plan."

Do I have any recourse here? I feel like the "promotion" should have leveled my band status. I also took the counter in good faith that I would be accepting a position of equal compensation to the one I was turning down to stay.
