Does the CA Warn Act employee count include those who work out of state even if the company is in CA

A company headquartered in California but has other remote locations in the United States had a mass layoff of 160 employees. The do not meet the Federal Warn Act requirements since they only let go of 25% of their workforce. However, the CA Warn Act states that at least 50 employees need to be laid off for a company to comply but does the actual employee count apply to those employed in CA only or do those working out of state/remote apply to the total number as well?
