Do I have any recourse if an employee in management is being retaliatory and harassing me. He has defamed me can called me names, he has went to HR and told them he hates me, & hr denies my promotion. This has been going on for over a year and he is still

It's been going on since about 2018. This person is the CIO of the Cook County Bureau of Technology. I work for the Telecommunications department of that bureau. My supervisor and director had to go to him for a promotion I was to receive, 1st, he held the paperwork for over a year without submitting it an telling to the director that he had. once the director had enough he demanded that it be sent to HR for review. I have a meeting with HR and the cio, conveniently on a day the director was out of the office. He tells HR " I hate her and she should not be given anything" He goes on to say "she's a horrible person, everybody hates he, I don''t know why her boss whats her to have this promotion, because nobody likes he in the entire bureau". He lied and said I was to go to training and I did not go, which is untrue He told so many lies in the meeting I was shocked. Mind you we work at to different locations & he is not my boss, he has no idea what i do or were I go. He has been trying to bully me into doing work that is above my pay grade without be promoting and since according to the union I am in, they can't do that. So he got pissed that I went to the union. and the bullying escalated and continues today. He has been told not to contact me, that he should go though my supervisor, but he contacted me today. As a part of re-entry to the workplace we had to fill out a questionnaire for HR, which I did at the end of May 2019, Got a thank you response for HR after it was submitted. He sends me an email today (1 month after I submitted from to HR) stating: I had not filled out the questionnaire and I can NOT return to work. All that is untrue and I have proof. I contacted HR today and was told I can return to work. I just want him to leave me alone..
