Did I unfairly recieve a layoff notice?

I recently recieved a layoff notice that I feel is unfair. I have 15 years experience in management with the company I work for. I also have 13 years of experience working on the products our company produces working for the government at this same site (before there was a base closing). Another younger manager was kept which has less then a years experience in management and no experience on the products. I am a veteran, the other manager is not, I have a Masters degree, they have a Bachelors degree.I discussed my layoff assessment with my manager this afternoon and was asked several questions he felt I would not have an answer for so that is why he rated me low. One of the questions asked had to do with a program they implmented that I had no knowledge of (I manage 2nd and 3rd shifts the only manager in the building). Once I did some research I discovered the 1st shift managers have been having meetings on this subject since January of this year every week. I was not informed about these meeting nor was I invitied to them. I was also asked about the average unit hours of a certain product we produce, as I stated I manage the off shift I have employees throughtout the building working on numerous assembiles and sub-assemblies keeping track of all of the unit hours may be possible if I did nothing else. This is the job of the department managers for each department, I was a department manager before I know. The more I dig the more I feel I was rated unfairly. How could I be judged against my peers when our jobs are different?
