Do Hispanics have civil rights in PA?

Do Hispanic employees have the same civil rights as everyone else regarding discrimination due to race, religion and or illness?
For example:
#1 Can a Hispanic employee be denied a promotion, demotion or job interview due to race, religion and or illness?
#2 If a Hispanic employee is the victim of verbal hostility/abuse and reports the incident to management, what should be their response? Does management have a time frame to follow up on such a complaint? If the incident occurred on the property of a vendor while engaging in official business, should the the vendor be made aware of this?

The Pennsylvania Human Relations Act as well as Title VII of the Civil Rights Act prohibit discrimination based on national origin. Illness raises a concern about compliance with the Family & Medical Leave Act. Does the illness constitute a disability as defined by discrimination laws? You should consult an attorney to discuss the application of the laws to the particular facts in the case.
