Can they demote me and cut my pay, because they didn't do there part when they hired me

I was hired December of 2015 I have been running shift is March of 2016 and then in June they did a background check which should have been done in December when they hired me as a manager but it's something on my record now they want to demote me and give me a pay cut can they do that because they failed to do their part in December when I was hired about the background check
