Can past public employers talk bad about you during references even if you were never in trouble?

I am a firefighter in Ohio. I have been trying to apply for a municipality and believe that a former employer has been talking bad about me, causing me to not get the position. I have no discipline or anything like that in my file, this is from a bitter past supervisor. What can I do about this? These are both municipalities. Would public record laws require the city I applied at to keep the information stated by references?
