Can my wages be cut for no reason?

Ten years ago I was asked to take over another person's job duties and my pay was increased 13% as compensation. Three years ago I realized I was being underpaid, went to my boss and HR and both went to personnel advocating a raise for me. I was informed that this would now be my base pay, that there would be no more 13%. I have an email from HR stating this.
I needed to go on intermittent FMLA in 2009 and my boss is now harassing me for using any accrued time for this. This includes write-ups for the excessive absenteeism covered under FMLA, spying by colleagues, etc. In March of this year I was informed by my boss that my extra duties he decided to just do away with and he took 13% of my wages. I went to HR and asked why I was demoted. He told me I wasnt, just took the 13% away. But I have an email stating there is no 13%, that my current salary was my base salary. I fairly sure this was done to put my salary even with one of my colleagues who doesn't think women should make more. Is there any option open to me? This also greatly affects my retirement. Thank you.
