Can my employer take a dollar from employees paychecks for every minute they're late?

Dear MEL, I have a question. I work for a small company in Texas - maybe somewhere around 50 employees. I am payed hourly. My employer is enacting a new policy that for every minute an employee is late - a dollar will be taken off their paycheck. Is this legal? My paycheck consists of the time that I AM clocked in and working. If I'm clocking in late, I'm already missing those minutes of pay. I understand not wanting your employee to be late but surely if it's happening so frequently then why not just terminate them?
