Can management decide to pay severance to some employees and not others?

Our company is going out of business and everyone was laid off this month. There are 5 directors and a CEO. Three of the 5 directors are receiving 4 weeks severance pay. The CEO is receiving a large lump sum and her executive secretary is getting 2 weeks.

Myself and another director are not receiving anything. Our performance is good and our tenure is comparable. There are no outstanding discriminatory factors. All of us are female and over 40, except my co-director is under 40.
