Can an employerror take away already accrued vacation and sick time because of a policy change.

Under our old policy you accrued vacation the prior year to be used the following year (example ) 2016 I accrued 120 hrs vacation and 48 hrs sick time to be used in 2017. In the begining of January 2017 we get informed of the policy change that we will get 1/2 of our time 60 hrs vacation and 24 hrs sick time and will accrue time time going forward that can be used as soon as accrued. The company has kept half of our time accrued from the previous policy which has been in our handbook for years and didn't change it till we were all due that time. Is this legal?
