Can an employer use Sick Time as a form of PTO?

I live in Arizona. My employer has started a new “Scheduled Sick Time Request” which started this year. We get how ever many hours we worked on average per week as our PTO every 6mo. They are making it seem they are using our accrued sick time as a form of scheduled PTO. My only issue with this is of used as PTO for a week off we then have 0hr off sick time and go back to accruing 1hr for every 40hrs worked. Is this legal?
