Can an employer tell you not to attend work without pay because of the weather?

My employer told only some of the employees not to come to work and if we wanted to get paid for those eight hours we would need to use a vacation day. We were expecting a large amount of snow. The business was not closed and a small amount of people did go into work. I wanted to work because I had worked 4 1/2 hours overtime and wanted to get paid my time and a half. My HR person said that if I felt I needed to work, I could. But my supervisor told me not to come into work. Can they do that?
