Can an employer in Indiana take away vacation time given to an employee over 8 years ago?

My mom works for an OBGYN office in Indiana as an hourly employee in their billing department. She has been there for almost 15 years. Today she found out that they took away 9 hours of her vacation time because somehow they "found a discrepancy from over 8 years ago" where she was accidentally given extra vacation. Is that legal for them to take it away after 8/9 years? They didn't even tell her they were doing it, she found out because she noticed the difference in her vacation time and had to ask them about it.
