Can an employer change the terms of an offer letter 11/12 months into the contract by just saying they made a mistake? Am I obligated to take the alternate offer they are suggesting?

I signed an offer letter for 80 hrs of pto after one year. It's been 11 months and now my employer is saying they've made a mistake and they won't be giving me 80 hrs 80 MINUS 25 hours they say should have been used if they hadnt made the error. Now I don't have enough pto for my vacations and stuff for the rest of the year. Is this legal since I signed an offer letter for 80 hours to be deposited after 1 year?
