Can an employer allow one group of employees to carry over prior year vacation but not allow another group to?

We merged with another company that only allows 1 week of vacation to be carried over to the next year. Our old company (based in california) allowed 4 weeks to be carried over.

During the year of the merger, one group of employees had to exhaust all of their prior year vacation and all but one week of their current year vacation by year end. However, a smaller group of employees were told that they we allowed to carry over up to 4 weeks, similar to the old policy. Can an employer have two different vacation policies like this?
