Can an employee be docked vacation time if late?

Dear MEL,

I am employed by a small- medium sized company (employing approx. 100 people) and they have recently enacted a new late policy. The policy is as follows; If an employee is one minute late they will be docked 30 minutes from their vacation time. Is there a limit to how much time an employer can dock an employee for coming in late? The employees are all salaried employees so that is why they are being docked vacation time. Thank You
