Can a transfer to a new state allow company to erase PTO earned while working in a carryover state?

I worked in California for about 20 years and upon transferring to Nevada had about 120 hours wiped off the books on the company's annual "use it or lose it" date. The company's rationale was that I was over their Nevada cap, but I was only over the cap because of the vacation time earned while I was in California? (Over 150 hours). I tried to use time, but it was difficult to get enough approvals to be able to use up that time ahead of the deadline.
