Can a manager be held accountable for excluding another manager?

I was told by oneof my direct reports that another manager told her to report any inappropriate behavior that my team displayed to our director and not to report those to me. She asked the young lady to promise not to mention this to me. This seems quite divisive and underhanded to hear about another member of management trying to undermine my authority and cause some damamge to my reputation. Is this something I can pursue on a legal level?
