Can a law firm grant paid maternity leave to attorneys only and not to the rest of the staff?

I am a legal secretary in a national law firm (DC office) and their policy is that only attorneys get paid maternity leave while the rest of the staff (majority women) have to use disability and save their vacation days to off set the difference. Can they do this?
