Can a employer take away earned vacation time?

I have worked for a small business for 22 years I worked the first year with no vacation earning my vacation for the following year each year I am now up to 5 weeks which I should have had available to me after 1/01 but on 12/24 my employer told me we had a new manual and would have to earn our vacation as we go this year starting with 0 hours 1/01 wiping out my 5 weeks I had earned in 2012 is this legal? I refused to sign the new manual what are my rights?
