Can a deadline be imposed on my FMLA decision?

As I was considering whether to go on FMLA leave, my public [state] employer (through my direct supervisor) stated to me, in a face to face meeting, that I had exactly 20 mins right then to decide whether or not I was going on sick leave. HR had informed my employer (several layers of hierarchy) that I had requested FMLA informational materials 4 days before. Is a timed deadline - of 20 mins, 2 hours, 2 days or even 2 weeks - permitted by the provisions of the FMLA?
