Can a county dissolve the Building Department because they can not find a County Building Official?

My husband works for County Building Department as a Building Inspector. The Building Official retired in Dec of 2015. The county has not be able to hire a qualified Building Official. So Monday they call the 4 building inspectors in individually and told them they were going to hire a outside service to do the inspections and that they would no long have a job as of July. All 4 of the building inspectors are over 50 years old and one is one year away from retirement. Is this legal. It is not the inspectors fault they can not find a Qualified Building Official.
