Can a company make me pay back relocation fees if I never signed a contract stating so?

I was fired from amazon after relocating from Oregon to Los Angeles two months into the relocation. They are sending me letters saying I owe them 17,000 for relocation fees. I looked over my contract for the position in Los Angeles and nowhere does it state I have to repay these fees. I’ve asked them for copies of the contract stating I would pay back these fees with my signature on them and have not received anything back from them. What is the next step?
