Can a company do away with paid vacation without notice

My husband has been with his company for over a year. At the time of hiring they told him after one year he would be eligible for a week paid vacation. He was hired April of 2015. He asked yesterday about taking his paid vacation and they informed him that they did away with this without notice. Can they do this? Is what they are telling him legal?
