Can a company decide to stop paying out accrued vacation time?

This was a benefit when I was hired but the company is going to stop paying out in two months. They have not publicly announced this change yet, so there will be no time to use accrued vacation.

The new policy will be an "unlimited" vacation plan for all employees without any accruals. This is to cut down on the carried liability of unused vacation, obviously.

I live and work in Texas, so I am not hopeful.
