Can a city hire candidates for an internal position with an interview only process or must they test

A local city is hiring for a full time position with only internal part time candidates allowed to apply. they want to do interviews only but now are being advised a testing process may be needed. in the past they have hired only from interviews. Do they have to test or is the interview process they intended appropriate?

I do not know what Clayton, Ohio requires in terms of civil service or testing. You really need to see an employment lawyer in your area who can access the city's ordinances and regulations as they exist.
