Can Lowe's refuse to hire those who have had workman's comp claims with them?

I worked at Lowe's from 2003-07 in Virginia, leaving as a Level 4 CSA. In '03 I hurt my back and was told I have to file a workman's comp claim. I did. Through my entire career at Lowe's I received no write-ups, complaints or policy infractions. My record shows I left voluntarily. I have tried since then to be rehired by Lowe's for jobs that I KNOW I CAN DO. On the phone, one HR Mgr slipped and said he "can't hire me."
I've since applied to many Lowe's stores and have not gotten any interviews - period!
I wrote Lowe's Corporate HR person a letter questioning the fact that I can't seem to be considered for employment. I got a call from the Regional HR person in VA who ASSURED me there was NOTHING in my record to prevent rehire.
I have since moved to FL and applied at a local store. Was in twice, handed my resume to the HR person. This was NOT an interview. I was never called for one. Today I got the "thanks but no thanks" letter from Lowe's via eml.
QUESTION: IS IT ILLEGAL FOR LOWE'S to refuse to hire an employee who has once filed a workman's comp claim?
