Can I sue my manager personally for creating a hostile work environment?

I live in Nevada and work in a casino as a dealer. I have filed with NERC/EEOC and my employer has been charged with discrimination due to failure to promote and is currently being investigated, the response that was given to the state claimed I’m not being discriminated against; my skill-level at my job is “average” and on an assessment I scored 5/10. I was never notified of this or counseled- matter of fact I have a copy of an evaluation where I scored 100%. The “average” skill level claim is both insulting and damaging to my professional reputation- and an outright lie. My manager has a serious personal problem with me and has held me back for the last 6 years- he goes around laughing about it and telling people that as long as he works there, I’ll never be promoted. He has also gone so far as to change my information in the computer system to make it look like I am only able to deal one game when in fact, I can deal every casino game except one! This also affects how many days I am scheduled, as I get less days than everyone despite being there longer than 95% of the part time dealers. I want to know if I can sue him personally for sabotaging my career and slander/defamation of character.
