Can I be required to resign from a position I am not in yet, and choose not to be?

I was hired as a technology coordinator for a school district 2 years ago. I lost the position due to a change in credential requirements. I am now being offered a teaching position which I do have the credentials for, but do not want to accept this transfer for various family reasons. I want the school to issue termination documents for the technology coordinator position, but they are informing me that I need to resign because I am not accepting the teaching position. Can I be required to resign from a position I am not in yet, and choose not to be?
