As part-time employee, is it mandatory that I get the minimum 20hrs?

I was hired as a PRN (as needed) speech therapist working 20-30hrs a week. I inherited a caseload so my hours were pretty consistent at first. My company told me I had to switch to part time status (with a pay cut) or they would post my job. I switched, but now building census has dropped and I barely have a caseload working <10hrs. Now I am treated like PRN, only wanting me to come in when there's a new admit or screen, yet I'm still classified as part time. Is this illegal or have I been duped on a technicality?
