Age discrimination by UW in lay off

I was laid off May 1, 2018, from my IT job at UW Madison and I thought age discrimination was a factor. I was age 51 and had worked there 21 years. Since my layoff I have applied for over 200 jobs at UW, about 200 at the State, and many in the private sector but have not gotten any offers. Have had about 20 interviews at UW and 50 at the State. I think I am not being hired despite good credentials and lesser qualified employees are hired instead, probably younger than me. Also, race and gender discrimination may be a factor in my layoff because all the work I was doing was shifted to employees who are younger than me, and/or a different race, and/or a different gender than me. I started complaints with DWD and EEOC. Do you have any advice for me?
