verbal communication stating Ive applied for another position but no formal written resignation received?? can I terminate the employee??

We are a small surgical practice. I was informed that my referrals coordinator was applying for a position with another practice. When the employee was confronted
she stated that she had not yet received the position and therefore wasn't sure??? This employee has been unhappy for some time. Can I hire to replace her? NO formal resignation was received?
