is a relocation agreement binding if only signed by employer

I accepted my current position verbally and never submitted a signed employment letter or relocation policy. I received them, but got caught up in moving to new job and never looked at the relocation policy. It was fully explained to me on the phone and this move was a simple one. In addition i was never asked later to sign upon starting position. I was under the assumption based on previous relocation's that i was obligated for 12 months. I just resigned after exactly 12 months and i received a letter stating that my relocation contract was for two years and that i would be obligated to pay back the prorated amount. Am i obligated even though i never signed the agreement?
