if we agree to cut our hours due too low revenue, we are forced to use vacation time

Due to low census, at times we are asked to cut our hours. Previously we were allowed to take a NO PAY DAY. Now, if we take a cut in hours they want us to use our vacation time. Those who have used their vacation hrs will not suffer. I have big plans for a family reunion and need my hours. How can they force us to use our vacation hrs? We are doing the company a favor by taking the cut. Is this legal? Our policy stated that salary paid individuals may not take NO PAY> Hourly employees stated MAY use vacation or PL...Nothing about having to use vacation. If they ask us to go home early, they want us to use vacation hrs.
