if an employee quits of he or she's own free will is the employer responsible for paying any past vacation pay?

the employee was given written notice, along with all other employees, that on January first 2015 that there will be no employee vacation carryover and all that would be allowed from this time forward was 15 workdays (3 weeks) with no carryover.
after using all but 3 days, said employee was notified, in writing, that he/she had only 3 days left. took more time off that exceeded the 3 days by 2 or 3 days, thus was not paid for that time.
when the employee returned, saw that the paycheck was short, walked through the office returned keys, etc, stated I quit and walked out.
is the employer responsible to pay any back vacation days?
