Withholding Two Weeks Pay

I just started working for a company and was informed that that they withhold my first two weeks pay. They can "loan" it to me, but I would have to pay it back and it would be deducted from my net pay until the total amount was paid back to them. Is this legal?

The company must pay you promptly

I believe that the law does not allow the employer to hold on to your pay. Therefore, ask politely for your pay and if the employer refuses, you may have a claim for every pay day that the employer pays late.
