What is FMLA rule in regards to making up hours in the day when late?

I am on FMLA and have not been given much information by my employer.. it was discussed with my HR manager, and my manager and director, that I could make up my hours in the same day when I came in late for FMLA reasoning. Due to that discussion, I have worked over so my PTO hours would not be used. Now, the HR manager has back-peddled and used my PTO hours when I worked over on my late days. What is law for this? Is there documentation that says anything about her first statement, or was she wrong and is taking my PTO hours because of it?
