What if my HR doesn't keep conversations private when asked to do so?

A girl at work went to HR with a problem a Co worker was having and she asked HR not to tell who had told her about this problem. Then, later that day, HR had all the employees involved in her office (including the girl that told her of the issue) and called her out in front of everyone.
