What can be done?

A union member was fired for fighting another union member, same employee has threatened to shoot another employee (who no longer works thete) and threaten to slap others (still employed) the company has now rehired said employee and placed them on the same shift as the employees who were threatened and attacked... Many employees and supervisors have expressed their concerns and disapproval of the sitiuation and nothing is being done. Is there any type of legal action that can be taken before a sitiuation happens again?
