Tuition Reimbursement

My company has a tuition reimbursement policy that states that if an employee leaves the company within 12 months of any tuition reimbursement, the employee must pay the company back in full. However they do not have you sign anything and at the bottom of the policy it says "this is policy does not imply a contractual agreement between (company name) and its employers.

I may be leaving my company as it is no longer an enjoyable place to work and wanted to check if it is actually legally enforceable for them to make me pay back my reimbursements? Also, does that mean just paying them back for the last 12 months or for all of the tution (I have been going to school longer then 12 months).
