Time Clock Lunch and Makeup Time

I was told I must clock in and out for my 30 minute lunch now which used to be automatically deducted by the time clock program. I am the only one that has been told to do this while everyone else is still being deducted automatically. On the first week I clocked back in on one day 8 minutes early and others just a couple or few early. My manager told me that I have to take the full 30 minutes which made me feel like there is no window with the lunch time by law. I usually don't ever make a full 40 week so this would not cause overtime either. And I was informed that I cannot make up time. I feel like I am being singled out since I am the only one who has been told to do this clocking out for lunch and the only one who also is not allowed to make up time. Is this discrimination? Also, is there any wiggle time window for clocking in and out for lunch when it wouldn't cause overtime? Please advise.
