New owner of company not paying unemployment taxes. Can I draw from previous years of employment?

I have worked for my company for 21 years. The past 2 years the new owner has not paid unemployment taxes. If the company closes or I get a lay-off can I still collect unemployment until I find a job since the former owner paid in for 16 of the years I have work here?
