My pay stub shows I have 40+ hours of vacation and sick time. I am being told that since I haven't worked a full year with company, that I can't be paid for that time showing on my paystub. Is this legal?

I was forced to quit my job, due to the fact that management refused to acknowledge the hostile work environment. After giving my two weeks notice, I found another job. However, that fell through so I stayed on to give vacation respite to another cook.
According to my paystub I have accrued vacation and sick time. I am being told that I now have be employed at least a year before I can claim the time showing. I was not informed of this until after I separated from the company.
