My employer gave me a new employment and noncompetition agreement with a new hire date, 33% pay decrease and an hourly rate. The position would be the same with the same duties. Is this agreement a legal contract? Will they change my pay, if I don't sign

Original employment/noncompete agreement stated my 2015 hire date, salary, position and 13 terms.
