My employer forced me to sign an arbitration agreement as a condition of employment. Is this illegal?

The actual arbitration agreement states that the agreement is voluntary in the final section above the employee signature. When I questioned this with my employee HR representative she stated that signing the arbitration agreement is required and the offer letter states "conditions precedent to offer" which includes agreement to arbitrate claims.
