Letter states severance will be paid, 4 months later, haven't received it

My mother worked at a nursing facility for 29 years. The nursing facility closed, and she received a letter from the company stating she would receive $9,899 in severance pay, however 4 months later, she hasn't received anything. Is the letter she received a binding agreement? Could legal action be taken?
