Is this hassassment by retailation?

I work for Bureau of Prisons for 2 and a half years, as a nurse. In July 2017 I was charged with disobeying a direct order. In November 2017 the charges were dropped. When my supervisor found out that the charges were dropped, she states to another nurse (who told me) "next time he wont be so lucky." On December 29,2017 without any warning at all, my supervisor moved my post from a nurse to listening to inmate phone calls. By doing this I have lost overtime, shift differential and holiday pay, which I normally work. I never had a write up and my past evaluations have been satisfactory. And at this time I am not under investigation. Rumor is that I am going to be under investigation for clinical care.
