Is it legal to have an exempt salaried employee have to use vacation time even if they put in 40 hr?

If this employee worked 40 hours or more already by Thursday and had asked for a vacation day on Friday, is it right to make them use vacation time for that day off even thought they already worked a full week? In the past we have let employees just use the # of vacations hours they need to bring their hours to 40 for that week. We do have a written vacation policy as far as the number of hours you are entitled to and how it is accrued.
