Is it legal in NJ for a company to pay pro-rated bonuses to select employees and full to others without any merit (ie performance reviews, contract, etx.)?

Employees & management had eithe guaranteed or diacretionary bonuses. Of the employees with discretionary bonuses in their contract (including all of management), only a select few were pro-rated with out any reason (eg., performance review). Is that legal in the state of NJ?
